Rome, 16 April 2026 – The Italian Communications Regulatory Authority (AGCOM), in cooperation with the media regulators of France, Germany and Greece, is hosting the 5th Steering Committee of the twinning project with the National Council of Ukraine on Television and Radio Broadcasting (NCTVRb).

During the event, highly topical issues for media regulators were discussed, including the integrity of electoral processes and the protection of minors.
An important part of the meeting was dedicated to the adoption of the Guidelines for the regulation of vloggers in Ukraine, which will be the legal basis to regulate a category of content producers and providers which is still unregulated in the Country.

This is one of the most important achievements of the Twinning, that is aimed to update the regulatory framework and strengthen NCTVRb’s internal capacities through workshops, training sessions and exchanges of experience, promoting the adoption of European best practices in the field of media regulation and the circulation of content on digital platforms, in view of Ukraine’s future accession to the European Union.

AGCOM President Giacomo Lasorella stated: “This project represents a unique opportunity to strengthen cooperation among our countries and to support Ukraine on its path towards harmonisation with European standards and, in the future, its accession to the EU. The experience of the EU NRAs in managing twinning projects show that cooperation among media regulators is essential in an era in which digital challenges and rapid technological change require coordinated responses and common strategies aimed at regulating and monitoring the circulation of content by digital platforms with global reach and that are not always subject to the legislation of individual Member States.”
