Expert meetings on DSA–EMFA–TTPA enforcement

On 17, 18, 20 and 23 February 2026, experts from European regulatory authorities will meet with the Ukrainian media regulator, the National Council of Ukraine on Television and Radio Broadcasting, for an intensive, practice-oriented exchange on EU rules shaping the information space and the digital advertising ecosystem.

Why this discussion now

The timing is particularly relevant because the EU’s core rulebooks are now in their operational phase:

  • The European Media Freedom Act (EMFA) has applied since 8 August 2025, bringing a common EU framework for media services and regulatory coordination
  • The Regulation on the Transparency and Targeting of Political Advertising (TTPA) has been in full application since 10 October 2025, creating binding obligations on political advertising transparency and targeting practices.
  • The Digital Services Act (DSA) has been fully applicable since 17 February 2024, and enforcement has moved from preparation to real supervisory action.

Against this backdrop, the meetings will focus on how these instruments interact in practice, and what “effective enforcement” looks like when media, platforms, ad-tech, and electoral integrity overlap.
