The Twinning project ‘Reforming the Audiovisual Media Regulatory System in Ukraine in line with EU Standards and International Best Practices’ wasstarted.
This initiative has an ambitious goal: to restart the Ukrainian media sector, making it transparent, modern and harmonised with European standards. Theproject is implemented by the National Council of Television and Radio Broadcasting of Ukraine with the support of international partners from Italy,Germany, France and Greece, who will share their experience in media regulation. The international cooperation will last 18 months – a year and a half ofintensive work, training and reforms. Its goal is to transform the regulatory system of audiovisual media in Ukraine, ensuring not only compliance with EUstandards, but also creating an environment where freedom of speech, equality and independence of the media will become a reality. The project willbring together the best experts from Italy, Germany, France and Greece. These countries are recognised leaders in media governance, and now theirexperience will be available to Ukraine. Cooperation with these countries will allow us to borrow the best European practices in media regulation andintegrate them into the Ukrainian context, which is building the future.
Modernisation of the media sector is an important component of Ukraine’s European integration. Improving the legislative framework and regulatorymechanisms will provide:
modern media legislation that complies with EU standards; – trained experts who will be able to eff ectively manage regulatory processes;
enhanced independence of the National Council, which will guarantee fair rules of the game in the media sphere;
free and competitive media operating on a level playing field.
In the coming years, the Twinning project will involve active work on the implementation of the updated standards, training of specialists, and exchange ofexperience between Ukrainian and European experts. This will be an important step towards ensuring high standards of freedom of speech, transparencyand sustainable development of the Ukrainian media space.
More information: In accordance with the Resolution of the Cabinet of Ministers of Ukraine of 11 October 2016 No. 700 ‘On Approval of the Procedure forInitiation, Preparation and Implementation of Twinning Projects’ (as amended by the Resolution of the Cabinet of Ministers of Ukraine of 22 August 2018No. 663), the NAUCS coordinates the implementation of the EU Twinning institution-building instrument in Ukraine. In addition, the NAUCS is thecoordinator of the TAIEX institution-building instrument in accordance with the relevant regulations. In order to ensure proper coordination of theTwinning and TAIEX instruments, the Administrative Offi ce of the Twinning Programme in Ukraine was established, whose functions are performed by theCentre for Civil Service Adaptation to EU Standards.
