Our Twinning project continues this month with Mission 12, a dedicated series of online working sessions The next meetings will take place on 19, 20 and 27 January 2026, bringing together experts and institutional partners from EU Member States to exchange practical experience and strengthen procedural approaches in the area of media regulation.

On 19 January 2026, Session I will concentrate on media entities registration and oversight tools, with presentations addressing licensing for linear services and registration requirements for non-linear audiovisual services. Partners will share practical experiences from Greece, France and Italy. It will also cover data collection tools for media registers (including the AGCOM case) and selected national solutions such as Germany’s vlogger identification system, alongside inspection procedures The session will also include an update on the Greek Digital Services Coordinator (DSC) registry of intermediary services providers.

On 20 January 2026, the online meeting will focus on Operational Funding, Transparency and Enforcement.

The agenda includes an exchange on funding mechanisms that support authorities’ day-to-day operational activities, followed by a session on transparency tools, with presentations on access to files and information (AGCOM) and open data policies applied by the Greek Digital Services Coordinator (DSC).

The meeting will then move to enforcement, addressing sanctioning and administrative procedures and complaint-handling processes, with contributions from NCRTV, Arcom, the German sanctioning regime for the protection of minors, and the Greek DSC.

On 27 January 2026, the online meeting will address institutional set-up and future-proof regulation.

The first part will focus on the establishment of a specialized unit for DSA regulation, including its tasks and internal organization within the authority (with reference to DSA Articles 9, 10, 26 and 28) and the set-up of internal processes for reporting illegal content to online platforms under DSA Articles 16 and 9, followed by Q&A.

The second part will examine the expansion of the authority’s mandate to regulate AI applications in the media industry, discussing options to extend oversight to AI use in media,

The meeting will conclude with next steps toward finalizing the Overall Recommendations Report.

Mission 12 underlines the project’s commitment to peer-to-peer learning and to promoting compatible, efficient procedures across jurisdictions. By comparing real-world regulatory practices, the initiative aims to support stronger cooperation among authorities and more consistent implementation of oversight mechanisms throughout the EU.
